Երեկ՝ օգոստոսի 25-ին, արտակարգ դեպք է տեղի ունեցել Լոռու մարզում։ Ժամը 20։00-ի սահմաններում ՀՀ Արդարադատության նախարարության «Վանաձոր» քրեակատարողական հիմնարկի դատապարտյալ՝ 30-ամյա Արթուր Շահինյանին բժշկական հետազոտության ենթարկելու նպատակով քրեակատարողական հիմնարկի ծառայողները տեղափոխելիս են եղել «Լոռի-Մեդ» բժշկական կենտրոն։

Ինչպես հայտնում է ֆոտոլրագրող Գագիկ Շամշյանը, Ա. Շահինյանը նշված կենտրոնում համապատասխան հետազոտության ենթարկվելուց հետո ՔԿ-ի աշխատակիցների ուղեկցությամբ դուրս է բերվել բժշկական կենտրոնի մասնաշենքից ու երբ փորձել են նրան նստեցնել հատուկ ավտոմեքենան, Ա. Շահինյանը հրել է աշխատակիցներին և փորձել է դիմել փախուստի։
