ՆԱՏՕ-ի գլխավոր քարտուղար Ենս Ստոլենբերգը կարծում է, որ Ուկրաինան, ինքնապաշտպանության նպատակով, իրավունք ունի հարձակվել իր տարածքից դուրս գտնվող ռուսական ռազմական օբյեկտների վրա։

«Երկրի սահմաններից դուրս ռազմական թիրախներին հարվածելը ինքնապաշտպանության օրինական իրավունքի մի մասն է»,- ասել է դաշինքի գլխավոր քարտուղարը Ֆինլանդիայի նախագահ Ալեքսանդր Ստուբի հետ համատեղ մամուլի ասուլիսի ժամանակ։

Ապրիլի սկզբին, սակայն, ԱՄՆ պետքարտուղար Էնթոնի Բլինքենը հայտարարել է, որ Վաշինգտոնը չի աջակցում ուկրաինական հարվածներին Ռուսաստանի տարածքում և չի օգնում դրանց կազմակերպմանը։ Նա այդպես էր պատասխանել հարցին, թե արդյոք ռուսական նավթավերամշակման գործարանների վրա հարձակումները ճի՞շտ ռազմավարական քայլ են Ուկրաինայի համար։

Նույն դիրքորոշումը Բլինքենը ներկայացրել էր ավելի վաղ՝ 2023 թվականի հոկտեմբերին: Նա հայտարարել էր, որ Միացյալ Նահանգները երբեք չի խրախուսել Կիևի հարվածներն Ուկրաինայի սահմաններից դուրս։ Միաժամանակ պետքարտուղարը նշել էր, ըստ էության, «դրանք որոշումներ են, որոնք Ուկրաինան պետք է կայացնի»:
