Հայաստանի Ազգային ժողովի նախագահ Ալեն Սիմոնյանը Մոսկվայում ՀԱՊԿ Խորհրդարանական վեհաժողովի 15-րդ լիագումար նիստին հայտարարել էր, թե Հայաստանը երբեք չի ասել կազմակերպությունից դուրս գալու մասին, բայց մտահոգություն ունի Հայաստանի նկատմամբ ՀԱՊԿ-ի վերաբերմունքից։ 
Ռուսաստանցի քաղաքական գործիչ, նախկին սենատոր Ֆրանց Կլինցևիչը «Ռուսարմինֆո»ի հետ զրույցում արձանագրում է՝ Ալեն Սիմոնյանի խոսքերն օբյեկտիվ են։ 
Կլինցևիչը պատմել է ՀԱՊԿ շրջանակներում հայաստանի և Ռուսաստանի փոխհարաբերությունների մասին, նշել, թե ինչ հարաբերություններ են կապում ՀԱՊԿ երկրներին Ադրբեջանի հետ, ինչպես են այդ հարաբերությունները խոչընդոտում Հայաստանի համակարգված օգնություն ցուցաբերելուն։
