Ֆինլանդիայի իշխանությունները հրաժարվել են կատարել ՆԱՏՕ-ին անդամակցելու Անկարայի պայմաններից մեկը, այն է՝ Թուրքիային արտահանձնել այն անձանց, որոնք հանրապետությունում համարվում են Ֆեթուլլահ Գյուլենի շարժման կամ Քրդստանի աշխատավորական կուսակցության անդամ: Այս մասին հայտնում է Ilta-Sanomat թերթը՝ վկայակոչելով Ֆինլանդիայի արդարադատության նախարարության ներկայացուցչին։

Ըստ թերթի՝ Հելսինկին արդեն կատարել է Անկարայի 10 պայմաններից 7-ը։ Այսպիսով, Ֆինլանդիայի իշխանությունները արտահանձնել են երկու հոգու։ Սակայն, ըստ թերթի, փաստաթղթերի համաձայն, այս մարդկանց արտահանձնման հետևում ահաբեկչության նշաններ չկան։
