Ինչպես տեղեկացրին Հայաստանի Հանրապետության նախագահի աշխատակազմից, հեռագրում նշված է. «Վարելով տարբեր պատասխանատու պետական պաշտոններ՝ Ջավադյանը շոշափելի ավանդ է ներդրել Երևանի բարեկարգման և քաղաքային տնտեսության զարգացման գործում, հանրապետության մելիորացիայի և ջրային տնտեսության համակարգի կատարելագործման բնագավառում:

Խորհրդային Հայաստանի փորձառու գործիչն իր բեղմնավոր աշխատանքը շարունակեց նորանկախ հանրապետությունում: Նրան բնորոշ էին համեստությունը, արհեստավարժությունը, պատասխանատվությունը, ուշադրությունը մարդկանց հոգսերի հանդեպ:
